SDK terminology

lots of discussion around the terminology for SDK.
some think it includes tooling some think that tooling is the "IDE integration"
Need to come to some resolution soon to drive into Helios
Glyn created the SDK wiki page to capture thoughts and discussion.
Seek to come to a conclusion in the next few days.
