Common License Issue

Resolved its fair to ask people to change now to common one, and we are confident we have correct one.
The feature.properties file string is that's used in the installers "compare license" function.
The compare does strip out whitespace (spaces, tabs, and EOLs) before comparing.
PMCs are reminded that where licenses are missing is a "stop ship" issue so don't let those linger. Just being "different" would impact usability, and violate this year's new Sim. Rel requirement, but would not be treated as stop ship.

Not ready to discuss details, but the problems with +1, +2, +3 category (and short times) should be well discussed.
Similarly, Oliver brought up issue with need for better "warm-up" rhythm, especially if a prereq project is late. (EMF's "last minute" M6 delivery added pressure to TPTP's ability to build/test in time). No specific actions, process or remedies are known, but ... maybe a reminder to cross-project list that intermediate or warm-up builds are good (especially if going to be near deadline).
