Moving Equinox to the new Runtime (RT) Project

Move 3.4.x and 3.5 development to RT repository
Need to update build to handle move (hopefully just updating map files)
No top level RT plan
Only org.eclipse.equinox.* and certain others such as org.eclipse.osgi will move.
org.eclipse.core.* stays in the platform project.
Create an "Equinox Incubator" project
Jeff will determine the mapping from Eclipse project CVS to RT CVS

Planning

Need an Equinox project plan by end of September
Product component plan items by end of August
Every plan item should have an idea of who is going to work on it
Components should each create a wiki page for gathering/organizing plan inputs
