Categories

We discussed the Equinox SDK category. Agreed that we should leave it as one category. It is not large (around 16 megs) and this makes it easy for developers to get what they need instead of sifting through a random number of equinox categories that try to split up the different pieces.

API freeze

p2 API is getting close. Engine and Director still in progress
should we javadoc the org.apache package from the DS implementation?
- place it under the osgi section?
