ECF move to runtime

• See Equinox bug 242307 for example of move plan and coordination with IT. Scott will create a similar new bug for ECF soon. Target for move: Week of Sept 1.

Build Changes

• ECF integration build (for platform 2.0.1...for 6 platform plugins (identity,ecf,ssl,filetransfer api, filetransfer provider, filetransfer ssl).
• Automated Testing. Have to wait until after Markus' return from vacation.

ECF Book Chapters
