Target provisioning discussion

Christian has raised some concerns about positioning the new target provisioning support.

Christian will open some bug reports around documentation etc.

Jetty graduation

Request has been put in to the EMO for graduation. Waiting to hear back.
Release of Jetty 7 should come up shortly
Expect to do another release, Jetty 8, in Sept for Servlet spec 3.0.
Some discussion around version numbering for the two parallel releases and common bundles
