Building:

Download/Install Adobe Flex Builder with Flex 3.x.x SDK
Checkout Higgins AIR Selector client sources from SVN https://dev.eclipse.org/svnroot/technology/org.eclipse.higgins/trunk/app/org.eclipse.higgins.air.icm
Import project into Flex Builder IDE.
Run Project -> Build from application menu.
Run Project -> Export Release build, for making output AIR installation package. You will be asked for certificate and its password during export.
