Use a well known and well used medium for broadcasting build and test problems. Typically an email distribution, a news forum or a web log or wiki. Something that's hard to ignore and easy to find. RSS feeds might work well for this assuming you can place sufficient detail into the feed (the miscreants names the checkins involved).
