"works with" and test dependencies

This thread concluded that CQs are not needed for all types of test dependencies. Although Virgo has taken the approach of declaring all test dependencies in CQs, I think this page needs to clarify that some kinds of test dependencies are exempt from needing CQs if that is still intended.
