As far as I can tell, we never before stated explicitly that we aren't documenting all of JPA. When you look at the selection of extant topics, it can look like we're providing a selection of core JPA doc. Therefore, I added this topic to make the scope explicit.
I am now going through the doc to find other perhaps misleading titles and comments about the scope of this documenation.
I'm also removing all links to ELUG.
