WTP 3.9.5: Tomcat fix

Bug 533162 was found late, and keeps Tomcat from working with any Java past 9.
We've decided to just rename 3.9.4RC3 to 3.9.5 release with just that one servertools update in it, plus new commits from jsdt master.

WTP 3.10.0: Photon

  • Project plans were due some time ago (M4)
  • M6 is Feature/API/translatable freeze - any further changes require PMC approval
