A [[Digital Identity]] is the "runtime" representation of identity information about a person, group thing or concept. A [[Digital Identity]] is in Higgins analogous to a security token used in an identity exchange. It is often digitally signed by an issuer. The issuer may be the "source" of the claims being made in the [[Digital Identity]], but the source may be another person, group, etc.
