- On the cross-project-issues-dev mailing list, a recent thread on "com.ibm.icu requirement" describes that the com.ibm.icu bundle should be included using the "Import-Package" directives instead of "Require-Bundle". Most, if not all, of the DTP plugins have been using "Require-Bundle" for ICU. Should we change all our plugin manifests to use "Import-Package" instead?
