EMF changes are going into M5 and look relatively minor, so hopefully have limited impact if any downstream
ICU changes - holding off until we have more info on the benefits/downside of changing things again beyond changing the maximum version
Hold off on Duncan committer election for now
1.6.3 build coming in May/June - Brian P will submit a request to the PMC list and then we can start doing a plan
