Unzip the Babel language packs into the Eclipse installation folder. If your operation system is set to the same locale as the language packs, then just launch Eclipse normally (run eclipse in eclipse folder for Linux, or run eclipse.exe in eclipse folder for Windows). If your operation system is set to English, then launch Eclipse with -nl <locale>.
